The questionable humanitarian caravan<\/strong><\/p>\n\n\n\n

The 6-point statement was initially issued by the Karen National Union (KNU)\u2019s Central Executive Committee on 27 March 2024 following the launch of a caravan of trucks to bring humanitarian assistance to address the need of the villagers who have fled from armed conflicts in three villages in Karen State of Myanmar\/Burma.<\/p>\n\n\n\n

Although in its original statement, the KNU expresses its appreciation and gratitude toward this assistance, it does not agree with the involvement of the Myanmar Red Cross Society (MRCS). Most importantly, this statement mentions the role of the Royal Thai army regarding the delivery of such assistance.<\/p>\n\n\n\n

On the following day though, the KNU reissued the statement, while retaining much of the previous contents, the mentions of \u201cRoyal Thai Army\u201d were left out.<\/p>\n\n\n\n

Such situation reflects the sensitivity and precaution the Royal Thai Army adheres to with regard to appearing to have any relationship with various armed ethnic organizations in Myanmar.<\/p>\n\n\n\n

At the border checkpoint of the 2nd Thailand-Myanmar Friendship Bridge, Mae Sot, Tak in the morning of 25 March 2024 where the \u201ckickoff\u201d ceremony to launch the caravan of humanitarian assistance from Thailand to Myanmar was to take place, it was filled with such jovial and celebratory vibe with the attendance of various people, particularly delegation from Thailand led by Vice Minister for Foreign Affairs Sihasak Phuangketkeow and the Myanmar delegation led by the Myawaddy MRCS Chair.<\/p>\n\n\n\n

Such delivery of assistance has been touted as the handover of humanitarian assistance between the Thai Red Cross Society and its counterpart in Myanmar destined to those affected and fleeing from war.<\/p>\n\n\n\n

Meanwhile, the Royal Thai Army has brought an army of media from Bangkok on its aircraft to cover the event which also attracted attention from various international media outlets.<\/p>\n\n\n\n

Amidst the various delegations at the event, prominent figures from the ethnic armed groups were present as observers falling shorting from making their appearance conspicuous to the public. They have been asked by the Thai security agencies to only stay \u201clow profile\u201d during the launch of the Thailand-led humanitarian corridor. It was claimed there was \u201cconfidential information\u201d which might affect the relations between the Thai government and the Myanmar\u2019s State Administration Council (SAC).<\/p>\n\n\n\n

The cozy relationship between the Myanmar Army Chief Senior General Min Aung Hlaing and a former Thai Prime Minister has frequently been subject to criticisms since it has affected the formulation of policies concerned with public interest, particularly, in the wake of the military coup led by the Myanmar Army three years ago, which was a pivotal moment that has led to the retreat of the Myanmar Army\u2019s forces.<\/p>\n\n\n\n

Meanwhile, the ethnic armed groups and other opposition groups are seeing a rapid growth of their forces.<\/p>\n\n\n\n

That the Thai armed forces and security agencies still place an importance on the role of Senior General Min Aung Hlaing and the SAC has led to many questions since in reality much of the land along the more than 2,000 kilometers of the border shared between the two countries has been subject to the control of ethnic states.<\/p>\n\n\n\n

People along both sides of the border share deep kindships. But the importance being placed on Naypyidaw has impeded and misled efforts to solve problems along Thailand\u2019s Western border.<\/p>\n\n\n\n

A case in point is the rescue of victims of the Chinese Mafia who were lured to work in Laukkaing Township, Kokang Self-Administered Zone in Northern Shan State. So far, Thailand has only focused on coordinating directly with the SAC to rescue the Thai victims, even though Kokang which used to be under control of SAC has now seen the purge of all the Myanmar Army\u2019s forces. This explains why the Thai victims continued to wait for help months after the fierce battle to seize control of the township from the Myanmar Army. Eventually, these Thai people decided to make an escape on their own amidst the chaotic situation of armed conflict and have been later rescued by the ethnic armed groups who helped to bring them back to Thailand through the Mekong River.<\/p>\n\n\n\n

Such rescue operation has nothing to do with the SAC.<\/p>\n\n\n\n

The Myanmar regime has lost its \u201cpower\u201d over the borderland around the country. Therefore, by focusing on solving the problems through a government-to-government approach, it will not yield any benefits to Thailand since it does not reflect the changed reality.<\/p>\n\n\n\n

The respect that the Thai security policy makers show toward Senior General Min Aung Hlaing and the SAC yields no benefits as far as the effort to solve the problems along the Thailand-Myanmar border is concerned. <\/p>\n\n\n

On the contrary, the Chinese government adopts a multipronged diplomacy. While retaining a close relation with the SAC in order to protect its vested interest in the country, the Chinese government also gave a tacit support to the Three Brotherhood Alliance to crack down on the underworld businesses along the border with Myanmar since its people have been affected by such mafia hub nestled right at its border.<\/p>\n\n\n\n

China continues to give its support to the ethnic armed groups being close to them in their attempt to expand their control toward the land at the border with Chiang Rai and Chiang Mai.<\/p>\n\n\n\n

As of February 2024, China sent an aircraft to bring back its people who have been lured to work for the scammers along the Moei River in Myawaddy\u2019s Myanmar. Such rescue operation was made possible through direct coordination with leaders of the ethnic armed groups.<\/p>\n\n\n\n

These 886 Chinese nationals were repatriated from Myawaddy with help from the Karen armed forces and were brought across the border to Thailand and boarded the plane smoothly back to their country while the Myanmar military regime could only watch from afar.<\/p>\n\n\n\n

The question is how could China carry out such operation while not eliciting any negative reaction from the SAC?<\/p>\n\n\n\n

Even though the delivery of assistance by Thailand this time is merely a handover of humanitarian assistance to the villagers affected by the armed conflicts, but the Thai Ministry for Foreign Affairs and leaders of armed forces have taken such precaution to avoid any problem with the SAC.<\/p>\n\n\n\n

 The three villages, the destination of this humanitarian assistance, are subject to the control of the KNU\u2019s armed forces and the transportation route is going through the area under the Karen BGF\u2019s control as well.<\/p>\n\n\n\n

Such caravan of humanitarian assistance will certainly not make it through to the hand of the villagers without help from the armed groups. The question is how much importance should the Thai government give to these ethnic states?<\/p>\n\n\n\n
