Young Myanmar nationals living in Thailand say they face growing uncertainty after Myanmar’s military authorities suspended the renewal of Passport for Visit (PV) passports, raising fears that many could lose their legal status and be forced to return home, where they risk military conscription or arrest.<\/p>\n\n\n\n\n\n\n\n

Speaking to Transborder News on Saturday, Saeng Kham (pseudonym), a Shan student, said the Myanmar government’s decision to halt the issuance of new passports for PV holders, effective Aug 19, has left thousands of Myanmar nationals in Thailand in legal limbo, particularly young people who oppose the military regime led by Senior General Min Aung Hlaing.<\/p>\n\n\n\n

He said the authorities in Nay Pyi Taw have repeatedly changed passport renewal regulations, creating uncertainty and increasing the risk that many Myanmar nationals could overstay their visas and become undocumented.<\/p>\n\n\n\n

Saeng Kham explained that Myanmar passports issued in Thailand are categorised according to the holder’s purpose of stay. The passport category changes in line with the visa held at the time of renewal. PV (Passport for Visit) is commonly the first passport issued to refugees and migrants before they later switch to PE (Passport for Education) for students enrolled in language schools or universities, or PJ (Passport for Job) for migrant workers.<\/p>\n\n\n\n

Under previous procedures, passports could only be renewed when they had less than six months of validity remaining. Processing often took more than two months, with applicants required to wait for approval lists published on the Myanmar embassy’s Facebook page. During that period, many faced uncertainty over their immigration status.<\/p>\n\n\n\n

He added that passport services at the Myanmar Consulate in Chiang Mai have become increasingly difficult to access, forcing many applicants to travel to the embassy in Bangkok or cross the border to Tachileik in Myanmar.<\/p>\n\n\n\n

Jai Muang (pseudonym), a Shan independent documentary filmmaker, said the new policy requires all PV passport renewals to receive direct approval from authorities in Nay Pyi Taw.<\/p>\n\n\n\n

In practice, applicants are required to return to Myanmar to undergo iris and fingerprint scanning, raising serious safety concerns. They must also obtain certification from local authorities, such as village heads or police, confirming they have no links to political activities or the Civil Disobedience Movement (CDM).<\/p>\n\n\n\n

If any member of an applicant’s family has been associated with anti-regime activities, the passport application may be rejected immediately, he said.<\/p>\n\n\n\n

“The policy effectively forces Myanmar nationals to return home, where they risk interrogation, lengthy delays, forced military conscription or immediate detention,” he said.<\/p>\n\n\n\n

Jai Muang said Myanmar’s worsening political and economic crisis has driven many middle-class families and young people to relocate to Thailand.<\/p>\n\n\n\n

He described Myanmar as a “failed state”, citing reports of young people being arrested in major cities, including Yangon, during night-time raids and sent to military camps. In parts of Shan State, some ethnic armed organisations have also imposed compulsory military recruitment. Families whose sons evade conscription may face retaliation, with fathers reportedly detained as hostages.<\/p>\n\n\n\n

He said persistent internet shutdowns, unstable electricity supplies and the collapse of education services in many rural areas have further undermined daily life, prompting families with financial means to send their children to international schools and universities in Thailand.<\/p>\n\n\n\n

Meanwhile, many political activists have chosen to remain in Thailand without legal status rather than risk arrest by returning to Myanmar to renew their documents.<\/p>\n\n\n\n

“Pressure from both the Thai government, through stricter enforcement of employment and immigration rules, and the Myanmar authorities is effectively forcing us to return,” Jai Muang said.<\/p>\n\n\n\n

“For activists whose identities are publicly known, applying for asylum in Europe or the United States has become the last remaining option because Myanmar passports can no longer provide protection. Others choose to live in fear in Thailand rather than return and risk imprisonment or forced conscription. Some are even considering changing their nationality, although that remains extremely difficult in Thailand.”<\/p>\n\n\n\n

Hom (pseudonym), a Shan independent journalist, said Myanmar’s passport system has become heavily dependent on brokers, leaving applicants to pay inflated fees.<\/p>\n\n\n\n

She said expedited passport renewal through brokers, with documents issued within a day, typically costs between 12,000 and 17,000 baht per applicant.<\/p>\n\n\n\n

For holders of PJ work passports, Myanmar authorities also require payment of four to five years of backdated income tax before processing passport renewals, she said, describing the measure as a means of generating revenue for the military-controlled state.<\/p>\n\n\n\n

She added that even applicants willing to pay brokers are no longer guaranteed service because the Myanmar embassy must now wait for direct approval from Nay Pyi Taw before issuing passports.<\/p>\n","protected":false},"excerpt":{"rendered":"
