Residents have also been advised not to catch or eat aquatic animals from affected areas and to prevent livestock from drinking river water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Water-supply operators using the Sai River as a raw-water source have been ordered to tighten treatment and testing to ensure the water meets safety standards before entering the public supply system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pollution Control Department (PCD) reported arsenic concentrations as high as 0.284 milligrams per litre, compared with a reference level of 0.01 mg\/L. Lead was also detected above the surface-water standard at several monitoring points, reaching 0.266 mg\/L at Ban Hua Fai and 0.193 mg\/L at the Second Friendship Bridge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chiang Rai governor Chucheep Pongchai signed a provincial notice on Sept 25 stepping up surveillance of Sai River water quality following the detection of elevated arsenic and lead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The notice said recent water-quality analyses had found both heavy metals above relevant standards, prompting precautionary measures to reduce potential health risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities advised residents to avoid using untreated Sai River water directly, particularly for drinking-water production, cooking, making ice, food processing, washing utensils or other activities through which contaminants could enter the body. River water should only be used for drinking or household purposes after treatment capable of reducing heavy-metal contamination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Residents have also been advised against catching and eating aquatic animals from affected areas, particularly fish organs and bottom-dwelling species such as shrimp and shellfish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If arsenic above the standard is detected in tap water, residents should follow guidance issued by the Department of Health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The province and relevant agencies will continue monitoring heavy-metal contamination in the environment and the health of at-risk populations to assess the situation and determine further measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe heightened surveillance of Sai River water quality is a temporary precautionary measure to protect public health until test results confirm that the water can be used safely, or until a further notice is issued,\u201d the provincial announcement said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Arsenic reaches 0.284 mg\/L<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warning comes as provincial authorities intensify their response to transboundary contamination affecting the Kok, Sai, Ruak and Mekong rivers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a meeting at Chiang Rai Provincial Hall on Sept 30, deputy governor Prasert Jitpleecheep chaired the seventh meeting of the provincial committee monitoring water quality in the four rivers. Government agencies, academics and network partners discussed transboundary contamination, potential health and food-chain impacts, and longer-term response measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Piyanuch Suangkam, director of the Water, Air and Noise Quality Management Division at the Environment and Pollution Control Office 1 in Chiang Mai, reported findings from the PCD\u2019s 22nd round of surface-water monitoring, based on samples collected in August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results showed sharp increases in arsenic and other heavy metals. Arsenic in the Sai and Ruak rivers was reported at up to 28 times the World Health Organization and Thai reference level, reaching 0.284 milligrams per litre, compared with a limit of 0.01 mg\/L.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lead also exceeded the surface-water standard at several monitoring points. At Ban Hua Fai, lead was detected at 0.266 mg\/L, while a reading of 0.193 mg\/L was recorded at the Second Friendship Bridge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ong-art Khanutwong, director of the Chiang Rai Provincial Office of Natural Resources and Environment, said the province had issued an urgent warning on Sept 24 following heavy rainfall and flooding in Myanmar, which was associated with sharply elevated contamination in the Sai River.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warning covers the five Mae Sai tambons. Residents were told not to use untreated river water for drinking or household purposes, not to catch or consume aquatic animals from affected areas, and to prevent livestock from drinking the water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Water-supply operators were also ordered to apply the strictest possible treatment and monitoring procedures to ensure water meets safety standards before entering the public supply system.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Crops and food chain to be tested<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr Suebsakun Kidnukorn, of Mae Fah Luang University\u2019s School of Social Innovation, said Chiang Rai had established a committee to monitor agricultural crops and the food chain, with research funding from Thailand Science Research and Innovation (TSRI).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee has proposed testing soil, water and agricultural produce. An initial 100 samples are scheduled to be collected from Oct 16\u201318.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study will compare three types of areas: land flooded repeatedly each year and used for maize or vegetable cultivation during the dry season; areas affected by the 2024 floods where sediment deposits remain; and areas that have never flooded, located 500\u20131,000 metres from waterways.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers will also work with the Geo-Informatics and Space Technology Development Agency (GISTDA) to map flooded areas and with district and tambon agricultural offices to investigate chemical use, including specific product brands, in an effort to distinguish potential sources of contamination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first sampling site will be in Tha Ton, outside the irrigation zone.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Push for real-time monitoring<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting also discussed real-time water-quality monitoring and automated warning stations, amid concern that conventional government sampling is too slow to capture rapidly changing contamination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Surface water is generally sampled twice a month and sediment once every two months. Officials and researchers said such intervals may fail to detect contamination spikes that can fluctuate significantly within a 24-hour period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asst Prof Wan Wiriya, deputy head of the Environmental Science Research Centre at Chiang Mai University\u2019s Faculty of Science, said the CMU River Watch project, supported by the Asian Disaster Preparedness Center (ADPC) and the US Embassy, has piloted real-time monitoring to address this gap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five monitoring points have already been installed in key locations covering Mae Sai district, Mae Yao tambon and Chiang Rai city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system uses a real-time platform called WORA, linking field data to a virtual laboratory, while CCTV cameras provide visual monitoring. Parameters include turbidity, pH, electrical conductivity, total dissolved solids, oxidation-reduction potential and heavy metals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project also incorporates citizen science, working with youth networks and schools, including Samakkhi Witthayakhom 2 School, to collect hourly data during periods of high water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers said this approach can provide early warnings before official laboratory results become available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Water Resources\u2019 Regional Office 1 has proposed an integrated plan for 2027\u201328 to install three early-warning stations \u2014 one each on the Kok, Mekong and Sai rivers. The stations would operate around the clock and provide public warnings using green, yellow and red signals according to contamination severity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Environment and Pollution Control Office 1 is also accelerating plans for five 24-hour automated water-quality monitoring stations covering critical locations on the Sai and Ruak rivers and at their confluence with the Mekong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system would be integrated with the Provincial Waterworks Authority to strengthen surveillance of raw water used for public water supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr Prasert said real-time monitoring was essential but stressed that agencies must coordinate closely on equipment, station locations and measurement standards to avoid duplicated procurement and conflicting data from the same areas.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Health screening expanded across Chiang Rai<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A representative of the Chiang Rai Provincial Public Health Office said health screening had now been expanded across all 18 districts of the province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the latest round, 569 people were screened, with 31 found to have chemical levels above the stated threshold of 100 micrograms per litre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Health authorities plan to conduct more detailed investigations with local health-promoting hospitals and the Chiang Rai Provincial
